Clitheroe Shah Consultancy Services Limited was established by Manjul Shah in 2011 to support private, public and voluntary organisations to manage their affordable housing development programmes. Manjul has over 30 years’ experience within the social housing sector and has a successful track record of delivering housing, development and regeneration projects from planning, construction, financing and onward sale to Registered Providers. He is a Chartered Member of the Chartered Institute of Housing and an Associate Member of RICS. Manjul is also Principal Consultant for
Vandermolen Real Estate's Affordable Housing Division, providing land agency and advisory services to local authorities, Registered Providers and private developers.
Our aim is to make the delivery of affordable housing simple to understand, administer and manage. We currently support a number of Registered Providers to deliver their growth ambitions, and have developed a unique relationship with agents, developers and contractors which aim to create new opportunities and establish longer term strategic partnerships.
We take a multi-disciplinary approach to support our clients to address specific needs, challenges and opportunities in delivering affordable housing across London and the Home Counties. We do this through an established network of architects, contractors, developers, private investors, local authorities, planning consultants, quantity surveyors, registered valuers and many other consultants.

Shian Housing Association
We introduced the Kingsley Hall site to Shian Housing Association and are managing the project for them, coordinating the professional team and keeping the scheme on track from introduction through to delivery.
Karibu Community Homes
We deliver Section 106 development projects for Karibu from acquisition through to handover. We also built their Asset and Liability Register, giving the board a clear picture of its homes and obligations, and support their OPS administration.
Christian Action Housing Association
We advised on a land disposal, provide project management on development schemes, and set up and run their Purchase and Repair acquisition programme, buying and refurbishing homes to add to their affordable housing stock.
Ekaya Housing Association
We managed a tenanted stock transfer for Ekaya, guiding the process through to completion, and provided project management on their development schemes.
L&Q
We introduce land opportunities to L&Q for their Build London Partnership programme, helping to bring forward new sites for affordable homes across London.
Tamil Housing
We have supported Tamil Housing with tenanted stock transfers, development project delivery and the acquisition of Section 106 homes, helping them grow while keeping residents informed throughout.
Private developers
We prepare Section 106 viability assessments for private developers and negotiate with local authorities and housing associations to reach affordable housing agreements that work for everyone.
